May 13, 2009: ANNOUNCEMENT: ICC Has Approved the Results of the Renewables RFP

On Wednesday, May 13, 2009, the Illinois Commerce Commission ("ICC") approved the results of the Renewables RFP for ComEd's portfolio. Public Notice can be accessed on the ICC Web site.

On Friday, May 1, 2009, the Illinois Commerce Commission ("ICC") approved the results of the Standard Products RFP for ComEd's portfolio.

April 30, 2009: DEADLINE: Renewables RFP Part 2 Proposals due on Thursday, May 7, 2009

Part 2 Proposals (except Bids) for the Renewables RFP are due by NOON (Central Prevailing Time) on Thursday, May 7, 2009. Bids are due between 9 AM and NOON (Central Prevailing Time) on Monday, May 11, 2009. Only an RFP Bidder that is qualified pursuant to its Part 1 Proposal may submit a Part 2 Proposal, including its Bids.

April 23, 2009: ANNOUNCEMENT: Standard Products and Renewables Benchmarks Approved

On Wednesday, April 22, 2009, the ICC approved the benchmarks for the 2009 ComEd Procurement. Benchmarks will be used for the Standard Products RFP as well as for the Renewables RFP.


April 20, 2009: POSTING: Illustrative Example of REC Delivery Schedule for Renewables RFP

Section 5.1 (b) of the REC Master Agreement (as updated in the Cover Sheet of the REC Master Agreement) specifies a minimum delivery schedule during the supply period. This schedule provides REC Suppliers with considerable delivery flexibility.

A document entitled “REC Delivery Schedule Illustrative Example” provides an illustrative example of the delivery schedule flexibility afforded to REC Suppliers. This illustrative example can be found on the Renewables Documents page (http://www.comed-energyrfp.com/renewablesdocuments.asp) of the RFP Web site.


April 20, 2009: DEADLINE: Part 1 Proposals for the Renewables RFP are due on Wednesday at noon (CPT)

Part 1 Proposals are due by to participate in the 2009 ComEd Procurement of Renewable Energy Resources are due at NOON (Central Prevailing Time) on Wednesday, April 22, 2009.

Up to 1,564,360 RECs will be procured through a Request for Proposals ("REC RFP") issued on April 10, 2009.

The Part 1 Proposal is a Bidder's response to the qualification standards of the REC RFP. Only a Bidder that is qualified pursuant to its Part 1 Proposal may submit a Part 2 Proposal, including its bids.

Article IV of the Renewable Energy Resources RFP Process and Rules ("REC Rules") describes the required Part 1 Proposal materials. The REC Rules and all appendices are available on the Renewables Documents page of the RFP Web site.

No late submissions will be accepted.

April 16, 2009: Daily FAQ Postings

FAQs will be posted to the FAQs page daily this week.

Please refer to recently posted FAQs as these provide additional information concerning the submission of Part 1 and Part 2 Proposals. Please see in particular:
  • FAQ-33 which provides details about the date of issuance and the expiration date for the Pre-Bid Letter of Credit
  • FAQ-55 which provides information regarding acceptable modifications to the Pre-Bid Letter of Credit
  • FAQ-67 which provides information regarding how the collateral requirement under the REC Master Agreement may be reduced for REC deliveries prior to June 1, 2009.


April 16, 2009: NOTIFICATION: Pre-Bid Letter of Credit Information Available

Paragraph 7 of the Standard Pre-Bid Letter of Credit requires completion with banking and contact information for ComEd. This information may be required by your financial institution to finalize your Pre-Bid Letter of Credit. This information is now available upon request from the Procurement Administrator at: pa@comed-energyrfp.com.


April 16, 2009: DEADLINE: Part 1 Proposals for the Standard Products RFP Are Due on Monday

Part 1 Proposals are due by:
NOON (Central Prevailing Time) on Monday, April 20, 2009 for the Standard Products RFP
NOON (Central Prevailing Time) on Wednesday, April 22, 2009 for the Renewables RFP

The Part 1 Proposal is the RFP Bidder’s response to the qualification standards. Only an RFP Bidder that is qualified pursuant to its Part 1 Proposal may submit a Part 2 Proposal, including its bids.

April 14, 2009: POSTING: Bidder Information Presentation & Redline Versions RFP Documents

The presentation from the Bidder Information Call held on Tuesday, April 14, 2009 is now available on the ComEd Energy RFPs Web site.

Redline documents comparing the version of the Standard Products RFP Rules and Appendices posted to the Web site on March 30, 2009 to the version posted on April 10, 2009 are also now available the Standard Products Documents page.

Redline documents comparing the version of the Renewables RFP Rules and Appendices on March 30, 2009 to the version posted on April 10, 2009 are also now available on the Renewables Documents page.


April 13, 2009: POSTING: Supplement to the Part 1 Form, Corrected Standard Products RFP Rules, and Corrected Renewables RFP Rules

The Supplement to the Part 1 Form has been posted for both the Standard Products RFP and the Renewables RFP. All prospective suppliers that present a Part 1 Proposal must include the Supplement to the Part 1 Form. The supplement is used to prepare is the Master Agreement (and Guaranty, if applicable) that qualified applicants are required to execute and include with their Part 2 Proposal. The documents are posted to the Standard Products Documents page and Renewables Documents page.

The Standard Products RFP Rules and Renewables RFP Rules were initially posted on Friday, April 10, 2009. These documents were re-posted today (April 13, 2009) after we corrected minor typographical errors. Pages with corrections have a header that reads "Corrected 4-13-09" in the right-hand corner. Please replace any previously downloaded documents with these corrected versions. We apologize for any inconvenience this may cause.

April 8, 2009: Invitation: Bidder Information Call for the Standard Products RFP and Renewables RFP for ComEd

The Illinois Power Agency plans the procurement of standard energy products for a two-year period as well as the procurement of renewable energy products to meet the supply needs of eligible retail customers of Commonwealth Edison Company ("ComEd"). Offers for standard energy products for the period June 1, 2009 through May 31, 2011 will be solicited through a Request for Proposals (the "Standard Products RFP"). Offers for Renewable Energy Credits ("RECs") will be solicited through a second Request for Proposals (the "REC RFP").

A Bidder Information Call is scheduled for Tuesday, April 14 at 10 a.m. (Central Time). Representatives from NERA, the Procurement Administrator, will provide an overview of both the Standard Products RFP and the REC RFP, including the qualification requirements, terms of the Master Agreements, and process for submission of bids. Time is scheduled for questions.

April 1, 2009: REMINDER: Comments on the Standard Contract Form: Standard Energy Products and Renewable Energy Credits DUE TODAY at noon CPT

Comments on the Standard Contract Form: Standard Energy Products and Renewable Energy Credits DUE TODAY at noon CPT. Comments must be submitted by email to the Procurement Administrator, at the following e-mail address: pa@comed-energyrfp.com. Interested parties are requested to provide telephone and email contact information in the event that the review committee needs clarification regarding their comments.

March 31, 2009: POSTING: Draft RFP Documents & FAQs

The Procurement Administrator has posted draft documents for both the Standard Products RFP and the Renewables RFP. These documents are available in downloadable format on the Standard Products Documents page and the Renewables Documents page respectively.

The Procurement Administrator posted the first set of FAQs. To submit a question to us, please use the Ask a Question page. The Procurement Administrator responds to a question by email directly to the questioner and then the question and answer are posted to the Web site as an FAQ. FAQs will be posted weekly on Tuesdays (or more often if needed).


March 30, 2009: Posting: Comparison of 2009 Draft Contracts to 2008 Contracts Reminder: Deadline for Posting Comments is April 1, 2009

The Illinois Power Agency ("IPA") will issue two RFPs to solicit offers to secure standard energy products and renewable energy products to meet the supply needs of eligible retail customers of Commonwealth Edison Company ("ComEd"). It is expected that all successful suppliers – both current and new suppliers – will be required to sign a 2009 standard contract with ComEd. Suppliers may not rely on previously executed contracts in 2008 and successful suppliers in this year’s procurement events will be required to sign the new standard contract forms.

On March 25, 2009, the Procurement Administrator posted draft contract forms:

March 25, 2009: Invitation to Comment on the Standard Contract Form: Standard Energy Products and Renewable Energy Credits

The Illinois Power Agency ("IPA") will solicit offers to secure standard energy products and Renewable Energy Credits to meet the supply needs of eligible retail customers of Commonwealth Edison Company ("ComEd"). Offers for standard energy products for the period June 1, 2009 through May 31, 2011 will be solicited through a Request for Proposals ("Standard RFP") while offers for renewable energy credits will be solicited through a second Request for Proposals ("REC RFP"). NERA Economic Consulting has been retained by the Illinois Power Agency ("IPA") as the Procurement Administrator for ComEd’s portfolio.

For the procurement of standard energy products, the Procurement Administrator is proposing as the standard contract form the EEI Master Power Purchase & Sale Agreement with certain modifications and specific terms (the "Standard Master Agreement"). For the procurement of Renewable Energy Credits ("RECs"), the Procurement Administrator is proposing as the standard contract form the ABA-EMA-ACORE Master Renewable Energy Certificate Purchase & Sale Agreement with certain modifications and specific terms (the "REC Master Agreement"). The Standard Master Agreement and the REC Master Agreement (together the "Master Agreements") were posted to the Web site (www.comed-energyrfp.com) on March 25, 2009.

The Procurement Administrator invites interested parties to submit their comments on one or both of the Master Agreements. All comments received in accordance with the process outlined below will be reviewed by representatives from the IPA, the Procurement Administrator, the Procurement Monitor, Staff of the Illinois Commerce Commission ("ICC"), and ComEd.

The timeline and process for interested parties to provide comments on the Master Agreements is as follows: Comments must be submitted by email to the Procurement Administrator, at the following e-mail address: pa@comed-energyrfp.com. Interested parties are requested to provide telephone and email contact information in the event that the review committee needs clarification regarding their comments.

The Procurement Administrator requests that comments be clearly indicated with tracked changes in Microsoft Word. Interested parties may provide an accompanying document with explanatory notes.

The deadline for interested parties to provide comments is April 1, 2009 at noon CPT.

The Master Agreements incorporating accepted comments will be posted to the Web site by April 10, 2009.
