There are two options for the Standard Post‐Bid Letter of Credit, Option 1 and Option 2, which are both included as Schedule 1A to the Collateral Annex of the REC Master Agreement. Option 1 of the Standard Post‐Bid Letter of Credit may be used with either Option 1 or Option 2 of Exhibit A (the Letter of Full Transfer). Similarly, Option 2 of the Standard Post‐Bid Letter of Credit may be used with either Option 1 or Option 2 of Exhibit A (the Letter of Full Transfer).
The Procurement Administrator has posted the final document with acceptable modifications for each of the two options for the Standard Post-Bid Letter of Credit and for each of the two options for Exhibit A (the Letter of Full Transfer) for the REC RFP to the Renewables Documents page. All modifications to the Standard Post-Bid Letter of Credit (including Exhibit A) accepted for the benefit of a single Bidder are made available to all Bidders on an optional basis.
The Supplier Fee for the ComEd 2012 REC RFP is: $0.15 (15 cents) per REC.
The Supplier Fees are paid only by suppliers whose bids are approved by the Illinois Commerce Commission.
On Wednesday, May 2, 2012, the Illinois Commerce Commission ("ICC") approved the results of the Standard Products RFP for ComEd's portfolio. In accordance with the Act and ICC Orders, the Procurement Administrator is releasing the information concerning the results of the RFP. Please see the Standards Products Documents page.

The Target (RECs) in the above table is the same as the Target provided in the REC Rules.
The evaluation of Bids and the selection of RECs in no case will result in the procurement of RECs that exceed the Target or that combine to cost more than the Budget. Details of the evaluation and selection procedure are provided in Appendix 5 of the REC Rules.

Bidders may submit redline comments on the Letters of Credit along with the presentation of their Part 1 Proposals (due on Monday, April 9, 2012 for the STP RFP and Monday, April 16, 2012 for the REC RFP).
Any Bidder that submits a Part 1 Proposal in for the Spring 2012 Procurement events must pay a non-refundable Bid Participation Fee of $500. The Bid Participation Fee is due to the Illinois Power Agency on the Part 1 Date (12 PM on Monday, April 9, 2012 for the Standard Products RFP, and 12 PM on Monday, April 16, 2012 for the REC RFP).A Bidder that paid a Bid Participation Fee for the Winter Rate Stability Procurements is required to pay another Bid Participation Fee for the Spring 2012 procurement events.
A Bidder that has paid the Bid Participation Fee for participation in the Ameren RFPs for the Spring 2012 procurement events is not required to pay another Bid Participation Fee. A Bidder participating in both the STP RFP and the REC RFP for ComEd held in Spring 2012 is only required to pay one Bid Participation Fee of $500.
