The Illinois Power Agency ("IPA") will solicit offers to secure standard energy products and Renewable Energy Credits to meet the supply needs of eligible retail customers of Commonwealth Edison Company ("ComEd"). Offers for standard energy products for the period June 1, 2009 through May 31, 2011 will be solicited through a Request for Proposals ("Standard RFP") while offers for renewable energy credits will be solicited through a second Request for Proposals ("REC RFP"). NERA Economic Consulting has been retained by the Illinois Power Agency ("IPA") as the Procurement Administrator for ComEd’s portfolio.
For the procurement of standard energy products, the Procurement Administrator is proposing as the standard contract form the EEI Master Power Purchase & Sale Agreement with certain modifications and specific terms (the "Standard Master Agreement"). For the procurement of Renewable Energy Credits ("RECs"), the Procurement Administrator is proposing as the standard contract form the ABA-EMA-ACORE Master Renewable Energy Certificate Purchase & Sale Agreement with certain modifications and specific terms (the "REC Master Agreement"). The Standard Master Agreement and the REC Master Agreement (together the "Master Agreements") were posted to the Web site (www.comed-energyrfp.com) on March 25, 2009.
The Procurement Administrator invites interested parties to submit their comments on one or both of the Master Agreements. All comments received in accordance with the process outlined below will be reviewed by representatives from the IPA, the Procurement Administrator, the Procurement Monitor, Staff of the Illinois Commerce Commission ("ICC"), and ComEd.
The timeline and process for interested parties to provide comments on the Master Agreements is as follows: Comments must be submitted by email to the Procurement Administrator, at the following e-mail address: pa@comed-energyrfp.com. Interested parties are requested to provide telephone and email contact information in the event that the review committee needs clarification regarding their comments.
The Procurement Administrator requests that comments be clearly indicated with tracked changes in Microsoft Word. Interested parties may provide an accompanying document with explanatory notes.
The deadline for interested parties to provide comments is April 1, 2009 at noon CPT.
The Master Agreements incorporating accepted comments will be posted to the Web site by April 10, 2009.
