May 24, 2011: ICC Has Approved the Results of the REC RFP

On Tuesday, May 24, 2011, the Illinois Commerce Commission ("ICC") approved the results of the REC RFP for ComEd's portfolio.

In accordance with the Act and ICC Orders, the Procurement Administrator is releasing the information concerning the results of the REC RFP as posted to the Renewables Documents page.

For information concerning the results of the Standard Products RFP, please refer to the Standard Products Documents page.



May 18, 2011: ICC Has Approved the Results of the Standard Products RFP

On Wednesday, May 18, 2011, the Illinois Commerce Commission ("ICC") approved the results of the Standard Products RFP for ComEd's portfolio.

In accordance with the Act and ICC Orders, the Procurement Administrator is releasing the information concerning the results of the RFP as posted to the Standard Products Documents page



May 11, 2011: 2011 Supplier Fees

The Supplier Fee for the 2011 ComEd Standard Products are:

$615 per off – peak block
$795 per on – peak block


The Supplier Fee for the 2011 ComEd RECs is:

$0.10 per REC

The Supplier Fees are paid only by suppliers whose bids are approved the Illinois Commerce Commission.



May 4, 2011: Re-POSTING: Corrected Part 2 Form

The Procurement Administrator has re-posted the Part 2 Form to add signature blocks for certifications 8 & 9 and to provide a fully accurate checklist at the end of the form. This Part 2 Form is dated (in the header) 04 May 2011.

Please download and use the Part 2 Form dated 04 May 2011 when preparing your Part 2 Proposal. Part 2 Proposals (all materials except Bids) are due on Wednesday, May 11, 2011 for both the STP RFP and the REC RFP.



May 4, 2011: POSTINGS: Corrected Part 2 Form, Daily FAQs

The Procurement Administrator has re-posted the Part 2 Form (the new Part 2 Form is dated 03 May 2011) to correct an error in the times of the Bid window for the Standard Products RFP (“STP RFP”). Bids for the STP RFP must be received between 10 AM and 12 PM (noon) (CPT) on May 16, 2011.

Please download and use the Part 2 Form dated 03 May 2011 when preparing your Part 2 Proposal. Part 2 Proposals (all materials except Bids) are due on Wednesday, May 11, 2011 for both the STP RFP and the REC RFP.

April 29, 2011: FINAL REMINDER: Part 1 Proposals Due on MONDAY, May 2, 2011!

The Part 1 Proposal is the Bidder’s response to the qualification standards for the Standard Products and REC RFPs. Only a Bidder that has qualified pursuant to a successful Part 1 Proposal may submit a Part 2 Proposal, including its bids.

The Part 1 Proposals for the Standard Products and REC RFPs are due by:
12 PM (noon) Central Prevailing Time on Monday, May 2, 2011

April 26, 2011: FINAL REMINDER: Bidder Information Call Standard Products RFP and REC RFP is TODAY @ 10AM CPT

The Illinois Power Agency’s Procurement Plan provides for purchase of electric supply to serve certain customers of Commonwealth Edison Company (“ComEd”). In particular, the Procurement Plan provides for purchase of monthly on-peak and monthly off-peak standard block forward products supply for a period beginning on June 1, 2011 and ending on May 31, 2014. These block products will be procured through the Standard Products RFP (“STP RFP”). The Procurement Plan also provides for the acquisition of renewable energy credits ("RECs") for a term of one-year (2011-2012). The RECs will be procured through the Renewables RFP (“REC RFP”).

A Bidder Information Call is scheduled for TODAY, Tuesday, April 26, 2010 at 10AM (Central Time). Representatives from NERA, the Procurement Administrator, will provide an overview of both RFPs, including the qualification requirements and process for submission of bids. Time is scheduled for questions.

April 21, 2011: ADVANCE POSTING! Final Pre-Bid Letters of Credit Are Available

The Procurement Administrator expects to issue final documents on April 26, 2011. The Procurement Administrator is issuing, in advance of that date, the final pre-bid letters of credit for the convenience of Bidders. The Standard Pre-Bid Letter of Credit for the Standard Products RFP has been posted to the Standard Products Documents page. The Standard Pre-Bid Letter of Credit for the Renewables RFP has been posted to the Renewables Documents page of the RFP Web site.

A Bidder may, in its Part 1 Proposal, request modifications to the Standard Pre-Bid Letter of Credit. A Bidder requests modifications to the Standard Pre-Bid Letter of Credit by submitting a Draft Pre-Bid Letter of Credit indicating clearly all modifications in Microsoft Word with tracked changes. The Draft Pre-Bid Letter of Credit may be saved to a CD that is included with the Part 1 Proposal or the Draft Pre-Bid Letter of Credit may be e-mailed to the Procurement Administrator at ComEdPA@nera.com. Any modification approved for one Bidder is available to all Bidders on an optional basis.



April 19, 2011: REMINDER: Standard Products RFP and Renewables RFP Comments on the Contract Forms due at Noon on Thursday, April 21, 2011

For the Standard Products RFP (“STP RFP”), the Procurement Administrator is proposing as the standard contract form the EEI Master Power Purchase & Sale Agreement with certain modifications and specific terms (the “STP Master Agreement”). For the REC RFP, the Procurement Administrator is proposing the ABA-EMA-ACORE Renewable Energy Certificate Purchase & Sale Agreement with certain modifications and specific terms (the “REC Master Agreement”). The Master Agreements are posted to the Web site.

Please submit your comments to the Procurement Administrator on one or both of the Master Agreements by email at the following e-mail address: ComEdPA@nera.com . Please provide telephone and email contact information in the event that the Procurement Administrator seeks clarification regarding your comments. The deadline to provide comments is Thursday, April 21, 2011 at noon CPT.

The Illinois Power Agency plans the procurement of standard energy products for a three-year period as well as the procurement of renewable energy products to meet the supply needs of eligible retail customers of Commonwealth Edison Company ("ComEd"). Offers for standard energy products for the period June 1, 2011 through May 31, 2014 will be solicited through a Request for Proposals (the "Standard Products RFP"). Offers for Renewable Energy Credits ("RECs") for the period beginning June 1, 2011 will be solicited through a second Request for Proposals (the "REC RFP").

NERA Economic Consulting has been retained by the Illinois Power Agency ("IPA") as the Procurement Administrator for this procurement event. The Procurement Administrator is proposing as the standard contract form the EEI Master Power Purchase & Sale Agreement with certain modifications and specific terms (the "Standard Master Agreement") for the Standard Products RFP. The Procurement Administrator is proposing as the standard contract form the ABA-EMA-ACORE Master Renewable Energy Certificate Purchase & Sale Agreement with certain modifications and specific terms (the "REC Master Agreement") for the REC RFP.
