This Web site contains information related to the 2008 Procurement of Commonwealth Edison Company ("ComEd") and is intended as a general reference source for all prospective suppliers. The site contains descriptions and summaries of documents and information that are available on the Illinois Commerce Commission's website in Dockets 07-0528 and 07-0531. The descriptions and summaries are provided for general background and convenience only and should not be relied upon for any other purpose. Prospective suppliers and other interested parties should review complete copies of relevant documents and should obtain appropriate advice before making decisions concerning the procurement process. ComEd 2008 Procurement
On October 29, 2007, Commonwealth Edison Company ("ComEd") submitted to the Illinois Commerce Commission its Plan for Procurement of supply for the period June 2008 through May 2009. The Plan provides for procurement of supply for the one-year period beginning on June 1, 2008 and ending on May 31, 2009. The Plan proposes procurement of 24 different monthly on-peak and off-peak standard block forward products through a request for proposal ("RFP"), in quantities that reflect the 24 forecasted average monthly on-peak and off-peak loads. The Plan also provides for use of energy efficiency and demand response programs, as well as the acquisition of renewable energy credits ("RECs"). Procurement plans for periods after May 31, 2009 will be prepared and filed by the Illinois Power Agency.
The quantities for the 2008 Procurement Plan takes into account the existing contracts for supply entered into by ComEd as a result of the September 2006 Illinois Auction. Those contracts extend for periods ending on May 31, 2008, May 31, 2009 and May 31, 2010. The plan also reflects the multi-year financial swap contract entered into with Exelon Generation Company ("ExGen"), pursuant to the Act's revisions to the PUA (220 ILCS 5/16-111.5(k)), in order to promote price stability for residential and small commercial customers during the transition to competition in Illinois.
The Procurement Plan includes renewable energy resource for the June 1, 2008 through May 31, 2009 delivery period. ComEd's plan includes the purchase of Renewable Energy Credits ("RECs"), while satisfying the resource type, location and rate impact criteria specified in the Act.
On Wednesday, December 19, 2007, the Illinois Commerce Commission ("ICC") approved, with modifications, ComEd's procurement plan. The final ICC order has been posted to the Documents & Data page of this website.
