FAQ-102For bidders who have successfully submitted to the Part 1 Proposal and are qualified to submit a Part 2 Proposal, will they be given a list of names of other bidders who are also qualified to submit a Part 2 Proposal?

FAQ-101What information will be made public after the ICC makes its decision?

The names of the successful bidders and the load weighted average of the winning bid prices for each product will be made available to the public if the Commission approves the results. This is specified in the Act.

FAQ-100Can an RFP Bidder win an odd-sized lot (i.e., a number of blocks corresponding to a MW amount that is not divisible by 50)?

Yes. The blocks are in 10 MW increments and there are no provisions to ensure that the amounts won by an RFP Bidder are divisible by 50 MW.

FAQ-99Will bids be evaluated if they do not meet the benchmark?

No. Bids that do not meet the benchmark will not be evaluated.

FAQ-98On the bid spreadsheet, if a price is entered for block 10 but not for blocks 1 to 9, will you assume that the RFP Bidder intends for the same price to be bid for blocks 1 to 9?

No. If the price bid is the same for a number of blocks, that same price should be entered for each and every block.

FAQ-97If an RFP Bidder is notified that its bids are being recommended by the Procurement Administrator, can it assume that all its bids will be either accepted or rejected by the ICC?

The Act does not require the ICC either to accept or to reject all bids.

FAQ-96Will bidders be notified prior to the ICC decision should their bids not be included in combination of bids recommended by the Procurement Administrator to the ICC?

Yes. All bidders are notified. They are notified either that their bids are or are not included in the recommendation of the Procurement Administrator to the ICC.

FAQ-95Are all times announced for deadlines on the basis of the central time zone?

Yes. All times announced for deadlines are central prevailing times.

FAQ-94Are the Mark-to-Market value calculations adjusted for differences between, on the one hand, the traded standard product on which the Mark-to-Market is based and, on the other hand, the price of the bid product which, under the Act, may be adjusted for differences in delivery points?

This will not be necessary. The Mark-to-Market value calculations looks at changes between updated marks and the initial marks, both of which are set with respect to quotes at NiHUB. The Mark-to-Market value calculations do not compare updated marks to the contract price.
