As announced at the bidder information session, summary documents of GATS & M-RETS registration process are now available for REC Bidders on the Renewables page.
In response to questions at the bidder information session, we have posted a document that provides an illustrative example of the delivery schedule flexibility afforded to REC Suppliers. This illustrative example can be found on the Renewables page as well.
REC Bidders may propose additional non-material modifications when they submit their Part 1 Proposals, which is due by noon (central prevailing time) on Friday, April 11, 2008. All such modifications will be evaluated within two business days and the result of this evaluation will be posted daily for the benefit of all RFP Bidders.

Interested parties are invited to submit their comments on the REC Master Agreement. All Suppliers to ComEd under the terms of the Renewables RFP would sign this REC Master Agreement. As discussed on the conference call today (January 25, 2008), Section VI.B of Paragraph 10 of the Collateral Annex will be clarified to provide each Seller the option to elect either ComEd or a Qualified Institution to hold Performance Assurance in the form of cash.

A conference call to present the plan is scheduled for tomorrow Thursday, November 8, 2007 at 9 a.m. (Central Time).

ComEd’s filing is subject to review by the Commission. This review process will last no longer than sixty days. Other parties may file with the Commission within 14 days from ComEd’s filing of the plan a detailed objection to the plan, which objection the law requires to be "specific" and "supported by data or other detailed analyses."
ComEd invites you to participate in a conference call to be held next Thursday, November 8 at 9 a.m. (central time). Representatives from ComEd will present the portion of the procurement plan related to the procurement of RECs. Time is scheduled for questions and discussion.
Under subsection 16-111.5(j)(i) of the Public Utilities Act (added recently by Public Act 95-0481), there is a 14-day period after filing of the Plan during which "any person may file a detailed objection with the Commission contesting the procurement plan …." The statute further provides that ComEd "… may file a response to any objections to its procurement plan within 7 days after the date objections are due to be filed." This provision of the statute does not establish the process by which parties may comment on tariffs.
At the same time, subsection 16-111.5(j)(ii) requires that the Commission’s final order approving or modifying the Plan – which shall be issued within 60 days of the Plan’s filing – must also "approve or modify the electric utility's tariffs that are proposed with the initial procurement plan." Therefore, ComEd believes that the Commission has discretion, subject to other applicable provisions of the Act, as to the nature and schedule of proceedings with respect to the tariffs, provided that whatever procedure or schedule is employed allows the Commission to finally "approve or modify" the tariffs within 60 days, along with the Plan.
