April 8, 2008: Daily FAQs Postings; M-RETS, GATS Documents Posted

Starting today, FAQs will be posted to the FAQs page daily.

As announced at the bidder information session, summary documents of GATS & M-RETS registration process are now available for REC Bidders on the Renewables page.

In response to questions at the bidder information session, we have posted a document that provides an illustrative example of the delivery schedule flexibility afforded to REC Suppliers. This illustrative example can be found on the Renewables page as well.

April 7, 2008: Pre-Approved Modifications to Pre-Bid Letter of Credit

The Procurement Administrator has posted a document with acceptable modifications to the Pre-Bid Letter of Credit for the Renewables RFP. All modifications to the Pre-Bid Letter of Credit accepted in the Standard Products RFP are also made available to REC Bidders on an optional basis. All such modifications are posted in this document available on the Renewables page.

REC Bidders may propose additional non-material modifications when they submit their Part 1 Proposals, which is due by noon (central prevailing time) on Friday, April 11, 2008. All such modifications will be evaluated within two business days and the result of this evaluation will be posted daily for the benefit of all RFP Bidders.

The Procurement Administrator held a bidder information session for the 2008 ComEd REC RFP in Chicago on Friday, March 28, 2008. March 14, 2008: ComEd RFP for Over 750,000 MWh of RECs in April 2008

The Commonwealth Energy Company ("ComEd") seeks to procure 796,040 MWh of Renewable Energy Credits ("RECs") for delivery beginning on June 1, 2008 through a Request for Proposal ("RFP"). The deadline to submit materials to qualify to participate in this RFP is April 11 (Noon Central).

All such modifications are posted in this document, which will be updated daily. By noon on February 27, 2008, the final document containing all accepted modifications will be posted.

February 1, 2008: Comment Process Open for ComEd’s Procurement of Renewable Energy Credits

Commonwealth Edison Company ("ComEd") is procuring Renewable Energy Credits through a Request for Proposals ("RFP"). NERA Economic Consulting is the Procurement Administrator.

The Procurement Administrator is proposing as the standard contract form the ABA-EMA-ACORE Master Renewable Energy Certificate Purchase & Sale Agreement with certain modifications and specific terms ("the REC Master Agreement"). The Procurement Administrator posted the REC Master Agreement to the Renewables page of the RFP Web site today, February 1, 2008: Click Here.

Interested parties are invited to submit their comments on the REC Master Agreement. All Suppliers to ComEd under the terms of the Renewables RFP would sign this REC Master Agreement. January 25, 2008: Supplement to Master Agreement: Paragraph 10 of the Collateral Annex

Section VI.B of Paragraph 10 of the Collateral Annex requires certain conditions to be filled in for the Commonwealth Edison Company ("ComEd") to hold Performance Assurance in the form of cash. These conditions were left blank and were not filled in at the time of the posting of the Master Agreement on January 18, 2008.

As discussed on the conference call today (January 25, 2008), Section VI.B of Paragraph 10 of the Collateral Annex will be clarified to provide each Seller the option to elect either ComEd or a Qualified Institution to hold Performance Assurance in the form of cash.

This supplement affects the Cover Sheet of the Master Agreement and the elections made on Paragraph 10 of the Collateral Annex. Supplemented documents supersede the documents posted January 18, 2008. January 18, 2008: Comment Process for the Standard Contract Form, Credit Terms and Instruments related to ComEd’s Procurement of Standard Energy Products

Commonwealth Edison Company ("ComEd") is procuring standard energy products to serve retail customers for the period June 1, 2008 through May 31, 2009 through a Request for Proposals ("RFP"). NERA Economic Consulting is the Procurement Administrator.

The Procurement Administrator is proposing as the standard contract form the EEI Master Power Purchase & Sale Agreement with certain modifications and specific terms ("the Master Agreement"). The Procurement Administrator has posted the Master Agreement to the Documents & Data page of the RFP Web site today, January 18, 2008: Click Here.

Interested parties are invited to submit their comments on the Master Agreement. All Suppliers to ComEd under the terms of the RFP would sign this Master Agreement. January 10, 2008: Documents Posted for Procurement Related to Renewable Energy Credits (RECs)

ComEd's procurement plan, as approved by the ICC, provides for the procurement of Renewable Energy Credits ("RECs").

For the procurement process related to RECs, summary documents have been posted to the Documents & Data page and the Renewables page of the Web site today, January 10, 2008. These documents include: a contract term sheet, a summary of the bidding procedure, and a summary of the RFP requirements.

Documents for the procurement of standard products were posted on December 27, 2007.

December 27, 2007: ICC Approves, with Modification, the 2008 ComEd Procurement Plan

On Wednesday, December 19, 2007, the Illinois Commerce Commission ("ICC") approved, with modifications, ComEd’s procurement plan. This plan provides for procurement of resources required by ComEd to serve retail customers for the period June 1, 2008 through May 31, 2009. This plan also provides for the procurement of Renewable Energy Credits ("RECs").

The final ICC order has been posted to the Documents & Data page of the website.

December 27, 2007: Documents Posted for Procurement Related to Standard Energy Products

ComEd’s procurement plan, as approved by the ICC, provides for procurement of resources required by ComEd to serve retail customers including procurement through an RFP process of standard energy products for the period from June 1, 2008 through May 31, 2009.

For the procurement process related to the standard energy products, summary documents have been posted to the Documents & Data page of the website. These documents include: a contract term sheet, a summary of the bidding procedure and a summary of the RFP requirements.

November 20, 2007: 2008 ComEd Procurement Web site: The FAQ page has been launched!

ComEd's proposed Procurement Administrator posted the first set of FAQs to the FAQ page of the 2008 ComEd RFP Web site (www.2008-rfp.com).

FAQs on the Web site contain information related to the 2008 ComEd RFP for electric supply and renewable energy products, and are intended as a general reference source for all prospective suppliers. FAQs will continue to be updated regularly.

To submit a question to us, please use the Ask a Question page. The proposed Procurement Administrator responds to a question by email directly to the questioner and then, if the question provides new information for potential suppliers, the question and answer are posted to the Web site as an FAQ.

November 2, 2007: Commonwealth Edison Company Invites You to a Presentation on its Plan to Procure Renewable Energy Credits (RECs)

The Commonwealth Edison Company ("ComEd") filed a procurement plan with the Illinois Commerce Commission ("ICC" or "Commission") on Monday, October 29, 2007. This plan provides for procurement of resources required by ComEd to serve retail customers for the period June 1, 2008 through May 31, 2009. This plan also provides for the procurement of Renewable Energy Credits ("RECs").

Documents related to this plan can be found on the ICC Web site under ICC docket number 07-0528. The procurement plan is available here: Initial Procurement Plan. Supporting documents are available here: Supporting Documents.

ComEd’s filing is subject to review by the Commission. This review process will last no longer than sixty days. Other parties may file with the Commission within 14 days from ComEd’s filing of the plan a detailed objection to the plan, which objection the law requires to be "specific" and "supported by data or other detailed analyses."

November 1, 2007: The Commonwealth Edison Company filed Proposed Tariffs Implementing Competitive Procurement Process and Recovering Procurement Costs

In connection with its initial procurement plan (filed under ICC docket number 07-0528), the Commonwealth Edison Company ("ComEd") filed proposed tariffs implementing the new competitive procurement process and recovering procurement costs with the Illinois Commerce Commission ("ICC" or "Commission") on Monday October 29, 2007. Under subsection 16-111.5(j)(i) of the Public Utilities Act (added recently by Public Act 95-0481), there is a 14-day period after filing of the Plan during which "any person may file a detailed objection with the Commission contesting the procurement plan …." The statute further provides that ComEd "… may file a response to any objections to its procurement plan within 7 days after the date objections are due to be filed." This provision of the statute does not establish the process by which parties may comment on tariffs.

At the same time, subsection 16-111.5(j)(ii) requires that the Commission’s final order approving or modifying the Plan – which shall be issued within 60 days of the Plan’s filing – must also "approve or modify the electric utility's tariffs that are proposed with the initial procurement plan." Therefore, ComEd believes that the Commission has discretion, subject to other applicable provisions of the Act, as to the nature and schedule of proceedings with respect to the tariffs, provided that whatever procedure or schedule is employed allows the Commission to finally "approve or modify" the tariffs within 60 days, along with the Plan.

The Commonwealth Edison Company ("ComEd") filed a procurement plan with the Illinois Commerce Commission ("ICC" or "Commission") on Monday, October 29, 2007. In accordance with the newly enacted Public Act 95-0481, this plan provides for procurement of resources required by ComEd to serve retail customers including procurement through a Request for Proposals process of standard energy products for the period from June 1, 2008 through May 31, 2009. ComEd’s filing will be subject to review by the Commission. This review process will last no longer than sixty days. Other parties may file with the Commission within 14 days a detailed objection to the plan, which objection the law requires to be "specific" and "supported by data or other detailed analyses."
